Census: Hispanics fuel US white population growth

(AP) ? In a twist to notions of race identity, new 2010 census figures show an unexpected reason behind a renewed growth in the U.S. white population: more Hispanics listing themselves as white in the once-a-decade government count.

The shift is due to recent census changes that emphasize "Hispanic" as an ethnicity, not a race. While the U.S. government first made this distinction in 1980, many Latinos continued to use the "some other race" box to establish a Hispanic identity. In a switch, the 2010 census forms specifically instructed Latinos that Hispanic origins are not races and to select a recognized category such as white or black.

The result: a 6 percent increase in white Americans as tallied by the census, even though there was little change among non-Hispanic whites. In all, the number of people in the "white alone" category jumped by 12.1 million over the last decade to 223.6 million. Based on that definition, whites now represent 72 percent of the U.S. population and account for nearly half of the total population increase since 2000.

Broken down by state, California and Texas were home to nearly half of Hispanics who identified as white, followed by Florida and New York. Together, these four states comprised nearly two-thirds of the "white alone" population who were Hispanic. Overall, Hialeah, Fla.; Fargo, N.D.; Arvada, Colo.; Billings, Mont., and Scottsdale, Ariz., posted the highest shares in the "white alone" category, at roughly 90 percent or more.

"The white population has become more diverse as evidenced by the growth of the Hispanic white population and the multiple-race white population," including black-white and white-Asian people, according to the 2010 census analysis released Thursday.

Some demographers say the broadened white category in 2010 could lead to a notable semantic if not cultural shift in defining race and ethnicity. Due to the impact of Hispanics, the nation's fastest-growing group, the Census Bureau has previously estimated that whites will become the minority in the U.S. by midcentury. That is based on a definition of whites as non-Hispanic, who are now at 196.8 million.

That could change, if the common conception of white were to shift.

"What's white in America in 1910, 2010 or even 2011 simply isn't the same," said Robert Lang, sociology professor at the University of Nevada-Las Vegas, citing the many different groups of European immigrants in the early 20th century who later became known collectively as white. He notes today that could mean a white Anglo-Saxon Protestant in upstate New York or Jews and Italians in the lowest East side of Manhattan.

Predicting a similar shift for Hispanics, Lang and others noted that mixed marriages are now more common between whites and Hispanics. U.S.-born Latino children of immigrants also are more likely than their parents to identify as white. "The definition of white has always been expansive," he said. "I could see the census in 2030 or 2040 dropping the differentiation between Hispanics and whites."

Roderick Harrison, a Howard University sociologist and former chief of racial statistics at the Census Bureau, agreed that growing numbers of second- and third-generation Hispanics may lose some of their cultural identity as they become more assimilated in the U.S. "Some portion might indeed become, for most social purposes, 'white,'" he said.

The latest census figures also show the number of Americans who identified themselves as partly black and partly white more than doubled to 1.8 million. For the first time, the black-white combination is the most prevalent group among multiracial Americans, making up 1 in 5 members of that subgroup. They exceed the number of multiracials who identified as being white and "some other race," composed of mostly Hispanics, as well as white-Asians and white-American Indians.

States in the South including South Carolina, North Carolina, Georgia, Mississippi and Alabama tripled their numbers of people identifying as a mix of black and white, mostly because their overall numbers are smaller. In those places, less than 3 percent of blacks identified that way ? lower than the national average of 4.5 percent.

In raw numbers, states that had the biggest increases in the black-white category were California, Florida, Texas, New York, Ohio and Pennsylvania.

Blacks who are partly white often have been more reluctant to openly embrace their white background, due to a strong black identity in their communities. Historically, several states previously had a "one drop" rule that classified whites with any African blood as black.

In the 2010 census, President Barack Obama was among those who identified himself only as African-American, even though his mother was white.

"There is no question that racial lines are blurring in the United States, especially among 'new' minorities ? Hispanics, Asians and growing mixed race generations. Yet it's particularly significant that we are seeing breakdowns in white-black separation," said William H. Frey, a demographer at the Brookings Institution. "Strong gains in interracial marriages and higher mixed-race identification among youth suggest that past racial categories will need to be radically changed or even dispensed with in the next two or three decades."

The share of Hispanics identifying themselves as white increased over the past decade from 48 percent to 53 percent, while the proportion of those who marked "some other race" dropped from 42 percent to 37 percent. Many Hispanics previously preferred to check the "some other race" category to express their nationalities ? such as Mexican or Cuban.

The Census Bureau has been examining different ways to count the nation's demographic groups. One experiment is a possible change to the questionnaire that would effectively treat Hispanics as a mutually exclusive group. It would allow people to check off just one of five race or ethnic categories ? white, black, Hispanic, Asian/Pacific Islander or American Indian/Alaska Native ? rather than asking people who identify themselves as Hispanic to also check what race they are.

Other findings:

?The multiple-race white population, including black-whites and white-Asians, increased by at least 8 percent in every state, with the biggest gains in the South.

?The non-Hispanic white population declined in 15 states, mostly in the Northeast and Midwest.

?The majority of blacks, both non-Hispanic blacks and those in combination with Hispanics or other races, lived in the South. About 60 percent of their total population lived in 10 states ? New York, Florida, Texas, Georgia, California, North Carolina, Illinois, Maryland, Virginia and Ohio. The biggest gains in blacks over the past decade occurred in Florida, Georgia, Texas and North Carolina.

A new technique developed by researchers at the Stanford University School of Medicine allows researchers to identify the exact DNA sequences and locations bound by regulatory RNAs. This information is necessary to understand how the recently identified RNA molecules control the expression of neighboring and distant genes.

The study offers a startling glimpse into the intricate world of gene expression and how RNA, once thought to be only a lowly cellular messenger, actively unlocks our DNA-based genome. "We used to have to just infer where these RNAs were acting based on their biological effects," said Howard Chang, MD, PhD, professor of dermatology. "But now we can identify precisely where on the chromatin they are binding. We've found that these sites are focal, numerous and sequence-specific."

Deciphering the role of regulatory RNAs is critically important to understand many cellular functions, including those involved in development, cancer and regeneration.

Chang, who is also a member of the Stanford Cancer Institute, is the senior author of the work, which will be published Sept. 29 in Molecular Cell. He and his lab previously identified some of the first known regulatory RNAs, including one in 2007 they called HOTAIR. Graduate student Ci Chu is the first author of the research.

Fifty years ago, researchers first identified messenger RNAs, which serve to transcribe the genetic instructions encoded in the DNA from the nucleus and deliver it to the cell's protein-building machinery. Over time, the unidirectional flow of information from DNA to RNA to protein became known as biology's "central dogma." Regulatory RNAs challenge that notion by binding to DNA and affecting which genes are selected to become proteins.

The existence of these regulatory RNAs, also called long intergenic non-coding RNAs, or lincRNAs, was first postulated decades ago by researchers who realized that DNA packaged into chromatin (a coiled complex of DNA and proteins) contains more than twice as much RNA by weight as DNA. They wondered if the RNA coating the chromatin actively regulates when and how specific genes are turned on and off. But technical difficulties have made it difficult to identify precise sites of binding until now.

"To capture this picture, you have to trap that interaction between lincRNAs and chromatin in living cells," said Chang. "It was not at all obvious how to do that."

In the end, Chu devised an innovative riff on a common assay used to identify the DNA sequences bound by a class of proteins called transcription factors. For that experiment, researchers mix protein and chromatin and then use antibodies to isolate, or immunoprecipitate, both the protein of interest and its preferred binding site.

Instead of using an antibody, Chu and Chang used two or three chemically tagged, complementary nucleotide sequences, or probes, to isolate the regulatory RNAs after they had bound to the DNA. However, they could capture only about 10 percent of the regulatory RNA using this method. Eventually Chu hit on the idea of using dozens of individually labeled nucleotide sequences that bind throughout the molecule.

"The problem was that RNA is a long, floppy molecule," said Chang. "During the experiment, it would get broken into pieces and the chemical tags would be lost. So, since we didn't know exactly which portion of the lincRNA binds to the chromatin, we made a series of tagged probes to bind to every part of the lincRNA." This "tiling" approach ensures that, even if the RNA molecule is fragmented during the procedure, the researchers will still be able to isolate the small portion that remains bound to chromatin.

Using the new technique, Chu and Chang were able to investigate the binding specificity of three lincRNAs ? one from the fruit fly, and two from mammalian systems. They found that one, called roX2, seems to coat genes on the single X chromosome in males and facilitate gene expression.

"We showed that roX2 very precisely binds to the X chromosome only in male cells," said Chang, "and it does this in a gradient, binding more and more at the transcriptional end of the gene. This appears to help elongation and make transcription more efficient, which is important because male animals have only one copy of the X chromosome as compared to a female's two."

Another lincRNA from humans, a component of the telomerase complex called TERC, occupies not just a chromosome's telomeres (protective caps at the end of chromosomes), but also genes involved in the Wnt pathway, which has been shown to control self-renewal.

"This shows an interesting and direct connection between the machinery for chromosomal replication and self-renewal," said Chang. "It's possible this helps the cell monitor the status of its telomeres."

Finally, HOTAIR, first identified in Chang's lab, seems to recruit a gene-silencing protein complex called polycomb to bind broad swaths of DNA.

"Taken together, our research shows that our technique is widely applicable and can vastly enrich our understanding of how regulatory RNAs unlock the genome in many very specific ways," said Chang. "It's very exciting."

LONDON (Reuters) ? A movement from a Beethoven string quartet which was discarded by the composer and replaced by a new version has been reconstructed by a musical expert in Manchester, northern England.

The piece, originally composed by the German maestro in 1799, will be performed by Manchester University's resident string quartet on Thursday, when the academic involved, Professor Barry Cooper, will also give a seminar.

"We have something probably very close to what Beethoven wrote out, although not exactly the same," Cooper told Reuters.

The "lost" piece of music was part of the "String Quartet in G, Opus 18 Number 2", and Thursday's recital will "almost certainly" be the first time it has been performed since Beethoven's lifetime, said Cooper, the university's professor of music.

He reconstructed the movement based on surviving detailed "sketches" for every one of its 74 bars.

The existence of the sketches was established in 1977, but in the 1980s a receipt was found that showed the composer, then aged 28, had delivered the manuscripts for three new quartets in October 1799.

The works -- Op 18 Nos 1-3 -- were sold to a Prince Lobkowitz for 200 florins.

But the following year Beethoven revised Nos 1 and 2, including a completely new slow movement for No 2 in which little of the original material remained and the rhythm was completely different.

"During the period that Lobkowitz had the early version of Nos 1 and 2, it seems inconceivable that he would not have arranged for a performance of them, or more likely several performances, since that was the whole point of commissioning them," Cooper explained.

While the receipt for the works showed that Beethoven must have written out the music in full, that version has been lost, prompting Cooper to reconstruct it based on the sketches.

"In the early 1990s, I thought it could be possible to reconstruct the movement, but while it was possible, I had lots of other things to do," he said.

Asked how accurate he thought the reconstruction was, he replied: "All modern performances are approximations, and mine is a bit more approximate than those."

He added that the sketches were probably "very close" to the finished version, although he had to fill in "quite a few" of the lower parts.

Norman Steiner tells The Associated Press that one boy was molested and siblings "suffered horrendous abuse" during two years in foster care.

He says the parents were justified in taking the children to keep them safe.

Authorities say 28-year-old Shanel Nadal fled with her seven sons and infant daughter during a supervised visit at a Queens foster-care agency on Sept. 19.

She and 34-year-old Nephra Payne were found with their children in their van in Harrisburg on Monday.

The parents are in custody. The children, all under 12, appear to be unharmed.

A spokesman for the Administration of Child Services in New York was unavailable for comment.

Pink Floyd pig flies again as 14 albums reissued

A large inflatable pig flew above London's Battersea Power Station on Monday in a stunt designed to mark the reissue of British band Pink Floyd's 14 studio albums by record label EMI Music.

The animal, measuring 30 feet long and 15 feet high, was inflated with helium at dawn for the event, held 35 years after the making of the album cover for "Animals" featuring a similar flying pig.

EMI had planned to use the same inflatable pig, which had been kept at a workshop since the original shoot, but two weeks ago it was deemed not to be airworthy and a replica was made.

The artwork on the "Animals" album was a combination of a photograph of the background of Battersea Power Station taken on Dec. 2, 1976, and the pig photographed on Dec. 4.

On Dec. 3 that year, the pig slipped its moorings and floated into the Heathrow airport flight path before being recovered by a farmer in Kent, southeast England.

Howard Bartrop, a photographer who worked on the 1976 shoot, recalled the difficulties involved.

"It was quite tricky that day and very cold and of course famously after a day or so we had the problem where he (the pig) floated up away from the building and was spotted by commercial pilots landing into Heathrow," he told Reuters.

"He then floated off towards Kent, followed by a police helicopter, landed in a farm I believe and frightened all the cattle.

"Basically he was retrieved, patched up and put back in the air the next day so we could try and photograph him again."

Under the banner "Why Pink Floyd ... ?," EMI Music is releasing all 14 Pink Floyd studio albums remastered and available digitally. They are also available as one Discovery Box Set.

Also on sale from Monday are special editions of one of the band's most acclaimed albums, "The Dark Side of The Moon," extended to feature unreleased music from Pink Floyd archives.

Pink Floyd, behind seminal albums The Dark Side of the Moon, "Wish You Were Here" and "The Wall," is one of the most successful rock bands of all time, having sold an estimated 200 million albums worldwide.

The group, also famous for its acrimonious split and one-off reunion at charity concert Live 8 in 2005, re-signed to long time record label EMI in January in a five-year deal.

The agreement also brought to an end a legal dispute between the sides over EMI's right to "unbundle" their records and sell individual tracks online.

AP IMPACT: Hospital drug shortages deadly, costly (AP)

TRENTON, N.J. ? A drug for dangerously high blood pressure, normally priced at $25.90 per dose, offered to hospitals for $1,200. Fifteen deaths in 15 months blamed on shortages of life-saving medications.

A growing crisis in the availability of drugs for chemotherapy, infections and other serious ailments is endangering patients and forcing hospitals to buy from secondary suppliers at huge markups because they can't get the medications any other way.

An Associated Press review of industry reports and interviews with nearly two dozen experts found the shortages ? mainly of injected generic drugs that ordinarily are cheap ? have delayed surgeries and cancer treatments, left patients in unnecessary pain and caused hospitals to give less effective treatments. That's resulted in complications and longer hospital stays.

Just over half of the 549 U.S. hospitals responding to a survey this summer by the Institute for Safe Medication Practices, a patient safety group, said they had purchased one or more prescription drugs from so-called "gray market vendors" ? companies other than their normal wholesalers.

Most also said they've had to do so more often of late, and 7 percent reported side effects or other problems with those drugs.

Hospital pharmacists "are really looking at this as a crisis. They are scrambling to find drugs," said Joseph Hill of the American Society of Health-System Pharmacists.

At a hearing Friday before the health subcommittee of the House Energy and Commerce Committee, hospital officials and other experts testified that the worsening shortages are preventing them from giving many patients the best care and are driving up costs.

"Considering the nation's budget crisis and our skyrocketing health care bill, these markups are nothing more than profiteering at the expense of patients and providers who are struggling to afford vital medicines," said Mike Alkire, chief operating officer of Premier Healthcare Alliance, a group that helps U.S. hospitals and other health providers improve their patient care and finances.

The shortages could cost hospitals at least $415 million a year, he said, citing data from health care providers across the nation. So far, hospitals have been absorbing the extra costs, but they'll soon have to start passing them on to insurers and patients, according to the American Hospital Association.

The scarcity of mainstay cancer drugs is not only hurting patients but is halting or disrupting clinical studies of potential new treatments, said Dr. Robert S. DiPaola, director of the Cancer Institute of New Jersey.

"The drug shortages of today can have a ripple effect on the availability of new drugs and treatment combinations tomorrow," he told the committee.

On Monday, the Food and Drug Administration is holding a meeting with medical and consumer groups, researchers and industry representatives to discuss the shortages and strategies to fight them.

The FDA says the primary cause of the shortages is production shutdowns because of manufacturing problems, such as contamination and metal particles that get into medicine.

Other reasons include theft of prescription drugs from warehouses or during shipment, as well as the "gray market" vendors who buy scarce drugs from small regional wholesalers, pharmacies or other sources and then sell them to hospitals at many times the normal price. These sellers may not be licensed, authorized distributors.

In addition, many companies have stopped making generic injected drugs because the profit margins are slim. Producing them is far more expensive than stamping out pills, and it takes about three weeks to produce a batch. Making things worse, companies don't have to notify customers or the FDA that they've stopped making a medicine. That means neither FDA nor competitors can fill the gap in time.

Only a half-dozen companies make the vast majority of injected generics. Even if other companies wanted to begin making a drug in short supply, they're discouraged by the lengthy, expensive process of setting up new manufacturing lines and getting FDA approval.

Hospitals that buy scarce medicines from the "gray market" are taking a gamble.

The drugs may be stolen and hospitals can't always tell whether a medicine was properly refrigerated ? as required for many injectable drugs ? or whether it's past the expiration date, said Michael R. Cohen, a pharmacist and president of the institute. The active ingredient might have degraded and the drug might not work well or could even harm the patient, he said.

Cohen attributes at least 15 recent deaths to drug shortages, either because the right drug wasn't available or because of dosing errors or other problems in administering or preparing alternative medications. But many deaths and injuries go unreported, he said.

In the worst known case, Alabama's public health department this spring reported nine deaths and 10 patients harmed due to bacterial contamination of a hand-mixed batch of liquid nutrition given via feeding tubes because the sterile pre-mixed liquid wasn't available.

So far this year, 210 drugs have been added to the list of those in short supply, one less than the total for all of last year, according to the University of Utah Drug Information Service, which tracks the shortages. That's triple the roughly 70 a year from 2003 to 2006, when shortages began to climb steadily.

"The shortages aren't resolving. They're piling up on top of existing ones," said Erin Fox, a pharmacist who manages the service. She said at least 55 drugs from shortages before this year are still unavailable or scarce.

The average price markup on drugs sold by secondary distributors was 650 percent, according to an Aug. 16 report by the Premier Healthcare Alliance. The figure is based on an analysis of 636 unsolicited sales offers that were faxed and emailed to hospitals from secondary distributors in April and May.

Virtually every offer was for at least double the normal price, the survey found. The drugs with the highest markups were for critically ill patients needing anesthesia or other medicines for surgery or for emergency care, cancer, infectious diseases and pain management.

In an extreme case, one vendor was offering a generic beta blocker for dangerously high blood pressure, normally priced at $25.90 per dose, for $1,200.

The FDA says it must uphold quality standards but also works hard to prevent shortages.

"When FDA detects a contaminant, whether it be shards of glass or metal particles or an infectious agent, we have to take action to protect the public," said Dr. Peter Lurie, a senior adviser in the FDA commissioner's office.

When such problems force a company to shut down production, the FDA urges other manufacturers to boost their output and expedites any approvals needed, said Valerie Jensen, associate director of the agency's drug shortage program. When raw materials used to make drugs are in short supply, the FDA tries to find new sources.

The agency averted 38 shortages last year, Jensen added. Another 99 have been prevented so far this year, Howard K. Koh, assistant secretary for health in the Department of Health and Human Services, told the committee.

Legislation pending in the House and Senate would increase penalties for drug thefts from warehouses and tractor-trailers. Another proposal, which has bipartisan support, would require drug manufacturers anticipating a shortage to immediately notify the FDA.

The pitches hospitals get from secondary distributors generally say they have small batches of specific drugs that are hard or impossible to find. "Are you enjoying this crazy `roller coaster ride' of pharmaceutical shortages? ... I utilize over 60 vendors to locate and procure needed pharmaceuticals to assist when you have shortage needs," one reads.

Several distributors who sent hospitals solicitations for scarce drugs didn't return calls from the AP. One representative said he wasn't authorized to discuss the issue.

Another company, Novis Pharmaceuticals, defended the higher prices, saying secondary distributors have to charge far more because they don't get the big rebates manufacturers give primary distributors. They also have high costs to locate and transport batches of scarce drugs, although the company, which mainly distributes blood plasma, would not disclose its profit margin.

It's illegal for companies to collude to create a medicine shortage and raise prices, and there's no evidence of that. There's no federal law against price-gouging on prescription drugs, according to the FDA, but it does urge pharmacists to report cases to its Office of Criminal Investigation. An agency spokeswoman said she could not discuss whether any cases are being investigated.

The top three wholesalers say they try to alleviate problems by working with drug manufacturers, updating hospitals on shortages and rationing scarce supplies by giving their regular hospital customers a portion of their normal order. McKesson Corp. and Cardinal Health Inc. say they halt sales to any smaller distributors found to be diverting drugs or otherwise breaking rules. AmerisourceBergen Corp. does background checks on customers.

The hospital association and other groups urge hospitals not to buy from unaccredited vendors, to insist on documentation of the drug's source if they must, and to report price gouging to state authorities. But only three states ? Kentucky, Maine and Texas ? have price-gouging laws that specifically cover medicines.

"Something has to be done here," said pharmacist Michael O'Neal, head of drug procurement for Vanderbilt University Medical Center in Nashville, which has had to purchase medicines from secondary suppliers about 70 times over the past two years.

"This is unethical," he said. "We're talking about people's lives."

Specialty retail now better placed to handle recession (Reuters)

(Reuters) ? Specialty retailers are much better equipped for a downturn than three years ago and would see meaningfully less volatility, if fears of another recession turn into reality, UBS said, resuming coverage of the sector.

UBS analyst Roxanne Meyer favors companies with a strong product line-ups and the least exposure to sourcing cost pressures. Off-price retailer TJX Companies Inc (TJX.N) and women's clothes retailer Ann Inc (ANN.N) are Meyer's top picks in the space.

"Consumers have showed and we believe will continue to show a willingness to spend if the product is right," Meyer said.

Limited Brands Inc (LTD.N), which operates the Victoria's Secret and Bath & Body Works chains, and off-price store chain Ross Stores Inc (ROST.O) are also among Meyer's "buy"-rated stocks.

Many companies in the sector have increased prices to counter rising costs.

"(However,) the pain that retailers could feel if price increases don't stick could be underestimated," Meyer said.

"When the product isn't right, margins will suffer from markdowns as well as the added kicker of the inability to mitigate sourcing cost pressure."

The analyst gave apparel retailers Aeropostale Inc (ARO.N), Urban Outfitters (URBN.O) and Talbots Inc (TLB.N) a "neutral" rating on the potential risk to their margins.
