Payroll Supervisor
The Institution:
The Los Rios Community College District is a two-year public college
district serving the greater Sacramento region. Our district includes American River, Cosumnes River, Folsom Lake and Sacramento City
colleges; major centers in Placerville, Davis, West Sacramento, downtown Sacramento, Natomas and Rancho Cordova; and special services for
business and industry.
Our colleges offer transfer education - students complete freshman and sophomore years and transfer to a four-year college or university - and AA/AS degrees and certificates in over 70 career fields. The District's 2400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties. Approximately 90,000 students are enrolled in our colleges.
The District office houses a number of district-wide services. These include the Chancellor's office, Board Room, Legal Services, Business Services, Human Resources, Institutional Research, Resource Development and Information Technology. Other district-wide services which can be found at various locations around the community are the District Police Department, Facilities Management Department and the Business and Economic Development Center. Each department strives for the highest quality in all programs, services, and activities for our communities and staff.
Position Summary:
Under the direction of the Director of Accounting Services, plan, organize, supervise and participate
in payroll duties to assure that timely and accurate reporting, accounting and distribution of salary and wage payments for all District
employees; record and maintain payroll-related information for District management and external agencies including tax and retirement
reporting; train, supervise and evaluate the performance of assigned personnel. (For a detailed job description for this Los Rios

Responsibilities:
Plan, organize, coordinate and oversee payroll processing for all District employees; review, correct
and audit payroll information; input and balance data as needed; oversee and participate in the reconciliation of individual earnings for
W-2 reporting purposes; reconcile federal and state tax withholding, unemployment insurance, social security; Medicare, retirement, and
other accounts with the County Office of Education; respond to verbal and written inquiries from employees regarding payments, tax
withholding, retirements reporting and voluntary deductions; compile and organize payroll data and prepare reports and summaries to assist
management in budgeting and collective bargaining processes; provide technical expertise to District administrators regarding payroll
operations and assist in developing new policies and procedures as required; communicate with representatives of government agencies,
financial institutions, retirement systems and bargaining units to exchange information, resolve issues and coordinate activities; oversee
and participate in the preparation of payroll records including timecards, payroll worksheets, warrant registers and other materials in
accordance with District and government requirements and regulations; prepare comprehensive financial and statistical reports related to
payroll, retirement leaves and unemployment insurance; assure distribution to appropriate offices and agencies; train, supervise and
evaluate the performance of assigned personnel; participate in interviewing and selecting new personnel; confer with personnel and data
processing staff to coordinate efforts and enhance automated systems and reporting capabilities; operate modern office equipment including
micro computers; utilize word processing and spreadsheet software; perform related duties as assigned.
Minimum Qualifications:
EXPERIENCE: Four years increasingly responsible experience, including two years
of experience in a lead or supervisory capacity, in payroll, which includes data processing applications.
EDUCATION: Bachelor's degree from an accredited institution in accounting, finance, or related field.
Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability and ethnic backgrounds of community college students.
(Experience Requirement: One year of experience is equal to 12 months of experience at a maximum of 40 hours per week. Applicable part-time experience will be converted to the full-time equivalent for purposes of meeting the experience requirement. Education Requirement: 12 units are equal to six months of education; 24 units are equal to one year of education.)

- Individuals who have completed colleges or university course work at an institution in a country other than the United States must obtain a complete evaluation of foreign transcripts, degrees and other relevant documents. A foreign transcript evaluation is required any time foreign course work is used to meet minimum qualifications even if the foreign transcript has been accepted by a college or university in the United States.
- Graduate advising documents and grade reports will not be accepted as unofficial transcripts.
- It is the responsibility of Los Rios CCD employees to provide transcripts for the application process, if required by position.
Job Offer Requirements: Offers of employment are contingent upon successful clearance from a criminal background check, freedom from tuberculosis, and proof of identity and eligibility to work in the United States prior to the first day of work. The District may select additional qualified candidates should unexpected vacancies or needs occur during this recruitment/selection process.
